The Indian Health Service has a requirement for training for the Oklahoma City Area Office (OCAO). Place of performance will be the Oklahoma City Area Office, 701 Market Drive, Oklahoma City OK 73114.
The government intends to award a firm fixed price contract for this requirement. Period of performance: approximate January 15-19, 2018.

The solicitation will be issued as Request for Quotes (RFQ) 246-18-Q-0006. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Contractor shall provide a firm, fixed-price rate for the requirement needed.

This requirement is being procured in accordance with FAR 5.203, Publicizing and response time. The RFQ will be issued as a full and open competition under North American Industry Classification System (NAICS) Code 611430 and a size standard of eleven Million dollars. Vendor must have an updated SAM and ORCA record by the solicitation deadline to be considered for the award. It is the offeror's responsibility to register and/or confirm that their details are current.

The closing date for receipt of quotes is January 5, 2018. Offers shall be submitted to the Oklahoma Area Indian Health Service, 701 Market Drive, Oklahoma City, Oklahoma 73114, no later than 4:30 p.m., on January 5, 2018. The offer must be submitted in a sealed envelope, addressed to this office, showing the solicitation number, and your name and address. Please do not email RFQ's. No phone inquiries.

STATEMENT OF WORK/ NONVIOLENT CRISIS INTERVENTION TRAINING:

The Contractor shall provide on-site formal classroom and hands on physical skills training in instructor certification nonviolent crisis intervention at the Oklahoma City Area Office, in Oklahoma City, Oklahoma. Period of performance shall be determined upon approval of contract and coordinated between the Oklahoma City Area Office and the vendor to meet the scheduling needs.

SERVICES TO BE PROVIDED:
The Contractor shall conduct on-site, formal and hands on physical training in the following areas of presentation:
1. Contractor shall provide all course materials needed to present class content for nonviolent crisis instructor certification.
2. Contractor shall provide instruction in skills and strategies for preventing escalation.
3. Contractor shall provide instruction in nonverbal and verbal de-escalation strategies.
4. Contractor shall provide instruction staff behavior and how it influences outcomes in crisis.
5. Contractor shall provide instruction in physical disengagement strategies.
6. Contractor shall provide instruction in risk assessment and decision-making.
7. Contractor shall provide instruction in skills and strategies for post-incident debriefing.
8. Classes shall consist of four days of course instruction for up to fifteen (15) students.

Instructions to Offerors-Simplified Acquisition applies to this acquisition. In addition to the information required in FAR 52.212-1, Contractors shall provide the following: 1) current registration in the System for Award Management (SAM) database (reference https://www.sam.gov/portal/public/SAM/); 2) two relevant past performance references to include the contact name phone number, contract number, company name, brief description of project, dollar amount, and performance rating of that project.

FAR 52.212-2, Evaluation - Simplified Acquisition applies to this acquisition. The Government (IHS) intends to award from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1) Past Performance; (2) Pricing. The following rating methods will be utilized for this requirement: Excellent, Good, Satisfactory, Marginal, and Unsatisfactory.

The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 2015), applies to this Simplified Acquisition.
