Minimum Requirements for Subcontractor
o Quality Assurance program that meets the applicable requirements of ASME NQA-1-1994 Edition including 1995 Addenda, Part I, Basic and Supplementary Requirements, Part II and Appendix 2A-1.
o National Performance Recognition
o Minimum of 5 years of verifiable NDE experience, preferably working at a facility licensed by the Nuclear Regulatory Committee.
o NDE Procedures and Program in compliance with AWS and ASME code requirements
o Capable of performing NDE in accordance with ASME Section V for the following:
Radiography (RT), Liquid Penetrant (PT), Leak Testing (LT), Magnetic Particle (MT), Ultrasonic Thickness Measurement (UTT) and Ultrasonic Testing (UT).
o Authorization to operate in the State of South Carolina. Current NRC and State of South Carolina Radiography License including a certified Radiation Safety Officer.
o Provide Personnel qualified as required by the applicable code and the NDE Subcontractor's written practice which meets the requirements of SNT-TC-1A. 1 person may fill multiple positions below.
1 Level III for each discipline that will be used.
1 Project Manager/Group Lead
1 Radiation Safety Officer
1 Administrative Assistant
12 Level II in PT and RT. Some of these need to also have UT and MT
1 Level II in Leak testing
o Provide personnel to supplement the Field QC Department and Vendor Oversight Inspections. These personnel will be certified and perform work in accordance with MOX Procedures. Supplier needs capability to increase the quantity of Full Time Employees as needed.
15 Field QC Inspectors to perform visual and mechanical inspections at MOX. Minimum 5 years of experience performing QC Inspections.
5 Vendor Oversight Inspectors. Will be required to travel up to 90% to perform surveillance at supplier fabrication shops. Minimum 5 years of experience in QA/QC performing surveillance at Fabrication Shops to verify compliance to NQA-1. Adequate experience in RT to read supplier film to verify code compliance.
o Provide consumables and chemicals specific to NDE services include, but are not limited to, cleaning fluids, RT films, lint free rags/wipes, dyes and developers, magnetic powder, film processing chemicals, and UT couplants.
o Perform work in accordance with MOX Safety policies and procedures, including use of proper PPE.
