The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-07-G-0008 to the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Plant A, Amarillo, TX 79111 on an other than full and open competitive basis for the non-recurring engineering (NRE) to develop a system requirement/concept definition to include the analysis of alternatives, development of key performance parameters, and comparison of supportability requirements for the CV-22 Long Range Communications to interact with the Over-The-Horizon Air Traffic Control (ATC). This requirement will be procured in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirement. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-Rotor Aircraft. Bell-Boeing is the only known source that possesses the requisite knowledge and expertise required to perform this effort.
