The Mission and Installation Contracting Command (MICC), Fort Hood, Texas, is conducting preliminary planning market research to determine commercial market practices for the Non-Commissioned Officer Leader Education and Development (NCO LEAD) Contract.
DISCLAIMER: This Request for Information (RFI) is submitted in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This RFI is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bids (IFB), or as an obligation on the part of the Government to acquire any services. Responses to this RFI will not serve as proposals, bids, or offers that the Government accepts as a form of a binding contract. MICC-Fort Hood will not accept unsolicited proposals related to the subject of this RFI. The responder must clearly identify any information it considers sensitive or proprietary. The Government will handle all information received in response to this RFI that is marked "Proprietary" accordingly. The Government will not return responses to this RFI. Responders are solely responsible for all expenses associated with and incurred by responding to this RFI. The Government reserves the right to determine how it should proceed from the information received from this notice.
MICC-Fort Hood, Texas, is conducting market research to determine the existence of viable commercial sources capable of providing NCO LEAD training located at Fort Hood, Texas. The intended contract period is for a base period with four (4) one-year option periods (five years total).
MICC-Fort Hood is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the below questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include you in the acquisition process for future solicitations.
Description of services: The contractor shall plan, program, administer, manage, and execute the work necessary to provide the following specified services for Fort Hood, Texas.
• The contractor shall provide instruction in professional development subjects such as: Communications, Management, Computer Literacy, and Leadership Skills. Instruction and course format will be in the traditional lecture-method of platform instruction and the facilitating of hands-on class participation rather than the self-paced method.
• Objectives: NCO LEAD training will provide quality educational programs and services that enhance personal growth, professional development and readiness of III Corps & Fort Hood soldiers. The NCO LEAD program as defined in AR 621-5 - Army Continuing Education system addresses Skills, Knowledge, and Abilities (SKAs), and is identified by this excerpt: "Leader development programs provide opportunities for soldiers to undertake self-development activities that lead to certification, licensure, or degrees."
