The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 8.4) with Thermo Electron North America LLC (ThermoElectron), 1400 N Point Pkwy Ste 10, West Palm Beach, FL, 33407-1976, under ThermoElectron's Federal Supply Schedule Contract # GS-24F-0026L, as the only responsible source to provide a Raman microscope and a quadrupole inductively coupled plasma mass spectrometer (ICP-MS) analysis system that meets Government requirements. Therefore, Naval Medical Research Center San Antonio (NAMRU-SA) has a requirement for a DXR Raman Microscope System and iCAP-Q ICP-MS analysis system with peripherals and a training course.

There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
