The USGS, Volcano Science Center, has a requirement for programming on the USGS 3D slope-stability program, Scoops3D. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1)(i) and FAR 12 to Sarah Christian of Oakland, CA. The USGS seeks additional functionality for the existing USGS 3D slope-stability model, Scoops3D. This model is currently used for mission-critical landslide and volcano hazard assessments. Adding functionally will involve modification of the program code to analyze the instability of 1) potential failures with user-defined depth ranges throughout a DEM, and 2) composite slip surfaces fit to a smoothed plane. This work will also involve search optimization and speed enhancements. The program is intended for general public release, similar to other USGS scientific programs. The USGS 3D slope-stability model Scoops3D has been developed and improved over the last 20 years. Modification of this model requires extensive knowledge of the FORTRAN programming language as well as detailed knowledge of limit-equilibrium slope stability analysis and 3D search algorithms. Other interested concerns having the ability to furnish these supplies shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. The Government anticipates award of a Firm-Fixed Price type contract.
