The USGS, Western Geographic Science Center, has a requirement for services to be performed by a Data Scientist, to support the USGS project, Patterns in the Landscape-Analyses of Cause and Effect (PLACE). The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1)(i) and FAR 12 to Eric Waller of Oakland, CA. The USGS seeks additional remote sensing with experience in Google Earth Engine using remotely sensed imagery to create land use/cover classifications. The incumbent has experience evaluating the accuracy of land use/cover products against reference datasets. Additional programming skills, including proficiency with Python, R and Google Earth Engine is required, as well as direct expertise in the PLACE project. PLACE seeks to expand inundation mapping spatially from the current footprint of the Central California Valley to the entire nation. This SOW proposes to extend recent work, specifically aiming to refine models and expand mapping to a larger geographic area. The goal of extending mapping of surface water beyond California was required in the original contract, but recent research led by PLACE suggests that this work is more involved than originally anticipated. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement.
