The Mission for the US Customs & Border Protection Office of Information and Technology (OIT) is to provide information, services, and technology solutions that enable the U.S. Customs and Border Protection (CBP), to prevent the entry of terrorists or terrorist weapons into the United States, facilitate legitimate trade and travel, and secure the U.S. borders. OIT provide DHS and CBP with a 24 hour a day, seven days a week, 365 days a year (24x7x365) secure, stable, and high-performance information technology infrastructure, scientific solutions, and forensic services which constitute the Network Operations Center (NOC).

 

CBP Network Management Support Services provides CBP Network(s) support and is responsible for Network(s) Management, Operations, and Maintenance for all CBP Network(s) infrastructure. Support includes providing real-time incident monitoring, predictive and proactive analysis and reporting, incident resolution and escalation, problem management and resolution, coordinating of events related to network communications, network utilization and availability analysis and reporting.  CBP Network Management also provides Local Area Network (LAN), Metropolitan Area Network (MAN), Wide Area Network (WAN), Enterprise Data Management and Engineering (EDME) LAN, and Wireless Local Area Network (WLAN).  CBP Network is the focal point for network troubleshooting, updating, router and domain name management, and coordination with affiliated networks. 

 

The CBP Network Management Center is staffed 24x7x365 with three shifts of mid to senior level technicians.  The Primary NOC is located in the DC Metropolitan Area and the Secondary NOC is located in Orlando, Florida, and staffed as active/active operations centers.  The active/active operation provides for increased situational awareness, increased availability, and the staffing to ensure continuity of operations should something happen to the other location.

 

The period of performance for this task order is a six (6) month base (includes transition, if applicable), with a six (6) month option period, four (4) twelve (12) month option periods, two (2) twelve (12) month award-terms, and a six (6) month extension of services.  The contractor may be rewarded with additional award-terms based on exceptional performance.  If contractor performance falls below the applicable standard during three (3) consecutive months, indicating a pattern of poor performance, the contractor will not be eligible for Award Term consideration.  This is a Hybrid Contract of Firm Fixed Price (FFP) and Time and Material (T & M).

Based on the Market Research, CBP has decided to use the NIH Strategic Vehicle - CIO-SP3 for this requirement.  Specific Task areas will be Task Areas 5 and 7 - Unrestricted.  Release of a Solicitation is targeted for early March.
