Solicitation N00421-20-Q-0390 is issued as a combined synopsis/solicitation. The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a Firm-Fixed-Price (FFP) contract, on a Brand Name/Sole Source basis, to No Magic, Inc. One Allen Center, 700 Central Expressway South, Suite 110, Allen, Texas 75013 under the authority of FAR Part 12, FAR Part 13 and Total Small Business Set-Aside authority of FAR Part 52.219-6.  The requirement is to provide PMA-276 with a collaborative development environment to support optimal software development and requirements management to meet programmatic milestones.  Current development is being performed using the No Magic suite of tools for code development and management.  The cost to move the program to a new software suite would be impossible.

This notice is a request for Brand Name Specific quotes; however, all responses and quotes received before the closing date and time of this announcement will be considered by the Government. Responses should include a company name, point of contact, address, phone and fax numbers, email, and applicable company product literature.

Offeror shall complete (and submit with quote) certification of clause 52.209-11 in Section K (Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law) and provide the following information with response:

Offeror must be registered in the System for Award Management (SAM) Database prior to submission of a quote to be considered for award of any DoD contract.  This may be accomplished electronically at http://www.sam.gov/vendor.cfm.

Offeror’s are instructed to present their best quote in terms of price and technical acceptability.  Quotes will only be evaluated based on information provided therein. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Government intends to award on a brand name basis. All interested parties MUST submit a brand name quote no later than by 3 PM Eastern Standard Time, July 20, 2020. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government.
