The Materials Science and Engineering Division (MSED) is involved in the development of standard reference materials for magnetic moment - a critical standard for measuring magnetic materials such as those in a computer hard drive. This work requires a teslameter, based on Nuclear Magnetic Resonance (NMR), which is capable of high accuracy and precision measurements of applied magnetic field. The NMR teslameter will be part of an Absolute Magnetometer and must communicate with the control computer of the Absolute Magnetometer system.

Sole source determination is based on the following:
Market research revealed that, commercial item, NMR Teslameter, is manufactured by MetroLab (the only manufacturer in the world) and GMW Associates is the only US distributor for MetroLab. Since the teslameter is an integral part of the absolute magnetometer and only an NMR-based teslmeter has the necessary precision and accuracy for SI-traceable measurements, it is not possible to substitute any gaussmeter/teslameter into the system. Therefore, no other company has the knowledge or ability to replace the teslameter in this system.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 9, 2019 will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
