This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Varian, Inc., 5457 Twin Knolls Road, Suite 101, Columbia, MD 21045, for a maintenance agreement on the NMR System (MP400B-12113). Period of performance is for one year, October 1, 2009 through September 30, 2010. Also required, a Dell PC Red Hat Linux Kit, 22" Widescreen PC Monitor, VnmrJ - Upgrade Single Workstation License, VnmrJ 2.2D Media Kit and Installation.
The NMR System is manufactured by Varian, Inc. All hardware and software is proprietary to Varian, Inc. Varian, Inc. is the exclusive service provider for technical support, software and parts for the NMR System. In accordance with FAR6.302-1, the supplies required by the agency are available from only one responsible source, Varian, Inc. and no other supplier will satisfy the agency requirements. The Dell PC and components is required because Varian, Inc's hardware and software will integrate with the NMR System.
This acquisition is being conducted under Simplified Acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
