The Santa Fe National Forest Supervisor's Office is soliciting for quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for New Mexico Meadow Jumping Mouse (NMMJM) Riparian Habitat Assessment Services. Responses to solicitation AG-8379-S-15-0023 must be in accordance with all specifications referenced in and/or found in the attached solicitation document.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other evaluation factors in section M of the solicitation document considered.

The solicitation is for performing NMMJM Riparian Habitat Assessments on the Jemez and Cuba Ranger Districts of the Santa Fe National Forest in the State of New Mexico.
Objectives, Description, Location
The Santa Fe National Forest requires a contractor to perform a series of riparian habitat condition assessments for New Mexico meadow jumping mouse (NMMJM). Habitat assessments consist of evaluating riparian habitat to determine whether the parcel is suitable for jumping mouse habitation or use (e.g., travel corridor). All assessment work is located within the Jemez Mountain Range, on the Jemez Springs and Cuba Ranger Districts, of the Santa Fe National Forest in New Mexico. All riparian habitat condition assessments shall be performed by an individual holding a valid section 10(a)(1)(A) recovery permit issued by the US Fish and Wildlife Service (Service) and according to established Interim Survey Guidelines for the NMMJM, 2015 (attachment 1).
The Contractor shall furnish all permits, labor, equipment, quality control inspections, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to perform all work necessary on the areas specified in the solicitation. The contract Scope of Work includes performing NMMJM Habitat Assessments. All aspects of the work program shall be performed in an organized, systematic manner to assure services shall be performed over all units depicted in the solicitation maps and described in the solicitation document.
This solicitation will result in a best value contract that is Firm Fixed Price and will be Performance Based. Potential contractors must provide a written response to the evaluation criteria contained in section M in order to be considered for award.
The performance period will begin approximately September 09, 2015. This date is weather and site dependent.
