Q: Is there flexibility in site visit requirements?
A: All relevant sites must be visited to establish actual state of assets (versus verbal assertions and documented records).
Q: We have security-related concerns for US citizens.
A: The grant sum makes a generous provision for security. The contractor is wholly responsible for making their security arrangements at all times. All U.S. citizens are advised to consult the latest State Department advisory and register their presence in the country with the U.S. Embassy in Abuja.
Q: What are the submission requirements? Section 2.13 indicates an electronic copy, 1 original paper and 2 paper copies, however, it further says proposals may be either sent by electronic mail, registered mail, courier and/or hand-delivered. Does this mean that electronic copy (via email) only is acceptable without needing to mail paper versions?
A: The electronic copy is the principal document that will be considered. The paper copies are required for verification in the event that electronic documents are corrupted or lost/ compromised in any way prior to completion of the evaluation. If the contractor does not submit a paper copy there will be no reference document in the event of damage or loss to the electronic documents. You may please note that internet infrastructure is not as robust in Africa as in the U.S. we do not accept any responsibility for the safe delivery of the proposals electronic or physical.
