PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made.


The Request for Quote number is RFQ0766138404. The NAICS Code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. This RFQ is for Brand Name or Equal in accordance with FAR Provision 52.211-6 (Aug 1999). Substitute brands may be provided if they perform the same function. If an equal item is proposed specs must be included with the quote to show that it is an equal item. Quotation shall provide a point-by-point comparison to each item listed in the technical requirements. A general overview, general comparison, or statement such as "able to provide the requirements" or "meets or exceeds minimum requirements" is unacceptable and will not be evaluated for potential acceptance. All bidders that fail to comply with these instructions will be considered not responsive and not considered for award.

The Federal Bureau of Investigation requires the following items to the following:

Line 001, DXR Raman Spectrometer System, Thermo Electron, 1, EA;

Mandatory Technical Specifications:

• Must be research grade optical microscope, with eyepieces for viewing of sample, with choice of bright field reflection, bright field/dark field reflection, or transmission illumination;
• Must multiple microscope objectives (10x, and 50x mandatory; 100x optional;
• Must have optical filter to allow viewing of object during irradiation; or interlock for objectives when laser is on sample;
• Must have digital image capture;
• Must have motorized stage with automated mapping capability;
• Must have X-Y spatial resolution <1 um;
• Must have computer controlled confocal aperature;
• Must have at least 2 lasers (785nm and choice of 532nm, 1064nm);
• Must have laser power control down to 1% or less;
• Must have class 1 laser enclosure/laser safety;
• Must be equipped with optional spectrometer resolution settings;
• Must have a high spectral resolution option of 2 cm -1 or better;
• Must be user friendly ‘calibration'/'calibration' verification (for the spectral resolution component);
• Must be equipped with user friendly alignment should spectral resolution be out of verification range;
• Must have sample stage/sample holder suitable for paint layer analysis (either as individual thin peels or as an intact paint chip embedded in epoxy where the viewing area can be controlled to focus on individual layers);
• Must have user friendly software to allow for spectral overlays (different colors), easy spectral collection, save, and recall features;
• Must contain spectral libraries, that must be Omnic or Know-It All compatible (containing common pigments collected under conditions that would align with data collection on the specific instrument, as well as the ability to create spectral libraries easily);
• Training must be provided for instrument familiarization, operation, and software/data processing.


FOB Destination: FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2013. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
