The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a competitive Firm-Fixed price contract for four (4) Production Nose Gear Launch  (NGL) Buffer Assemblies of Part Number 34000D1560380, associated engineering test reports, and an Integrated Master Schedule in support of CVN 79 Electromagnetic Aircraft Launch System (EMALS).

The required NGL Buffer Assemblies are Critical Safety Items (CSIs) and therefore it is the Navy's intent to pursue a limited competition between the following vendors whom are qualified to provide these CSIs:

 -The Entwistle Company, 6 Bigelow Street, Hudson, MA

 -Penn State Tool and Die Corporation, 7590 Route 30, North Huntingdon, PA 15642

 -Curtis Wright Flow Control, 1966 E. Broadhollow Road, Farmingdale, NY

 -Duhadaway Tool and Die Shop, 801 Dawson Drive, Newark, DE 19713

          
The NAICS code associated with this requirement is 333999. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The limited number of responsible sources listed above are the only companies known that can meet the agency's need for the NGL Buffer Assemblies in support of CVN79 EMALS. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
