This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Quotations and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2005-66.

Amendment 0002 clarifies the response date.  There was a discrepancy between the notice and the attachment.  The correct date was to be the one annotated in the attachment, which is 8/29/13 3:00 pm.
