The Bureau of The Fiscal Service (Fiscal Service) is intending to make a sole source award to the Digital Check Corporation, 630 Dundee Rd, STE 210, Northbrook, IL., 60062-2792 for a Purchase Order (PO) for a Base Year plus four 12-month option years for software maintenance and support, and upgrades for the customized NextStar Digital Viewer Software currently utilized by the Bureau of the Fiscal Service.

Fiscal Service currently uses a proprietary version of the customized NextStar Viewer to view digitized microfilm images of government securities used in customer service work. This software was developed by Digital Check Corporation's nextScan division solely for use by the Bureau of the Fiscal Service. Per the End User License Agreement included in the previous award, the software is licensed, not sold. In order to continue to utilize this customized software, it either needs to be procured from Digital Check Corporation, or an authorized reseller of Digital Check Corporation that is able to provide support for this customized software. It is not possible to incorporate a different manufacturers software, upgrades and support; the entire system would have to be replaced, which would require new customization for the new software.

This award is pursuant to 41 U.S.C. 1901 - Simplified Acquisition Procedures.
