The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-101 October 26, 2018. This acquisition will be conducted under the procedures as prescribed in FAR subpart 13.5 in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903.

GENERAL INFORMATION
1. Title: NextSeq500 Sequencing System and maintenance
2. Background Information: The National Institutes of Health (NIH) Blood Bank is managed by the NIH Clinical Center Department of Transfusion Medicine (CC/DTM). The NIH Blood Bank collects blood and blood components for transfusion to NIH patients. The NIH Blood Bank also collects blood components for laboratory use by NIH researchers.
The NIH Blood Bank is licensed by the Food and Drug Administration as a blood product collection and manufacturing facility, and accredited by the American Association of Blood Banks as a blood donor center and transfusion service.
3. Purpose or Objective: The purpose of this procurement is to obtain a sequencing instrument, installed, to support the missions, scientific research, and services performed at the National Institutes of Health (NIH) Clinical Center (CC) Department of Transfusion Medicine (DTM).
4. Delivery: 30 Days A.R.O.
CONTRACTOR REQUIREMENTS (SCOPE OF WORK)
The vendor will provide the following:
1. NextSeq 550 Sequencing System (CAT# SY-415-1002)
2. Shipping and handling
3. Maintenance of the equipment and software.
4. Licenses for Addison use.
5. Automatic software updates during the licensing period.
6. Telephone and email technical support.
CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
Illumina is the sole manufacturer and source of the NextSeq550 Sequencing Systems in the United States. There is no other known source for this system to perform high-throughput paired-end next-generation sequencing by synthesis at the desired accuracy level. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research.
CLOSING STATEMENT
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
