The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ, intends to negotiate on a non-competitive basis with Mid Atlantic Computer Services, Inc., located in Azusa, CA, for the manufacture, assembly, and delivery of minimum fifty (50), maximum two hundred (200) NEXXTGEN MPEDD Laptop Computer, P/N: 509009-001, minimum ten (10), maximum fifty (50) GETAC X500 Hard Disk Drive (500GB w/ Canister) for the MQ-8C Fire Scout Unmanned Aircraft Systems (UAS) Program. The NEXTGEN MPEDD laptop is a ruggedized laptop whose primary function is to serve as the air vehicle operator interface and system controller for functional checkout during factory assembly, pre-launch, post flight, and ground maintenance test operations. The NEXTGEN MPEDD from Mid Atlantic, meets all the Fire Scout requirements without further modification/development and the Government does not possess the technical data to enable another vendor to manufacture a laptop in this configuration. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1.
This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
