The Commodity Futures Trading Commission ("CFTC") intends to negotiate/award a sole-source contract modification for the upgrade of two Nexidia Enterprise Speech Intelligence Audio systems, the upgrade of Nexidia Search software version 10.1.1.132 to 11.3 with the additional functionality of Discovery as well as the associated maintenance for the current (pro-rated) and future option periods to Nexidia, Inc. The Nexidia Audio systems were initially procured by CFTC under Contract Number CFIT-09-CO-0114. A follow-on contract, CFODT-14-CO-0102, was awarded to Nexidia, Inc. to continue the maintenance, allow CFTC to purchase additional licenses and/or additional technical support services as necessary. Nexidia, Inc. is the sole provider of the Nexidia Enterprise Speech Intelligence Audio systems.

Nexidia Enterprise Speech Intelligence (ESI) Audio systems is an audio mining and speech analytics solution that enables CFTC to quickly and effectively tap into information that was previously hidden and not available as evidentiary materials. The system is designed to automate the ability to analyze audio recordings by allowing a computerized word search and enhancement of the audio analytical capability of the Commission.

This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of CFTC.
