Under the authority of 6.302-1, the Naval War College intends to award a sole source contract to Proquest LLC for the Naval War Collegeâs Library. Naval War College currently owns access rights to the PQ Historic Newspapers via a perpetual license. NWC pays a yearly service fee to access the Newspapers. This is a normal industry practice for electronically based information. Proquest LLC retain the exclusive patent, copyright or proprietary data limits competition for these combined newspapers.
Under the authority of 10 USC 2304(c)(1) pursuant to FAR 6.302-1(a)(2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.
A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity and attached there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. All responsible sources may submit a capability statement, or quotation which shall be considered by the agency.

Although this acquisition for renewal newspapers is sole sourced to Proquest LLC, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The solicitation has a closing date of 31 March 2020 @ 11:00 am EST. The solicitation number is N00124-20-Q-0087 and issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 current to FAC 2005-96.
