This is a solicitation for a commercial acquisition using Federal Acquisition Regulation (FAR) 12 procedures. Travis AFB, CA has a requirement for a civilian enterprise newspaper as outlined in the attached Performance Work Statement. Civilian enterprise newspapers are covered under Air Force Instruction 35-101 and DoDI5120.4. The civilian enterprise newspaper is published at no cost to the government. In consideration for the contractual arrangement, the publisher will receive all the proceeds from any advertisements placed in the newspaper.

We are requesting a proposal from publishers desiring to compete for a one-year contract with yearly renewal options up to a total of five years to publish the Tailwind Newspaper, beginning with the first run of publication effective date of 31 Aug 2012. The government intends to make a single award to the technically acceptable offeror that best meets the needs of the government. A selection group will pick the awardee. This group will review written data, to include recent, relevant past performance information, from prospective civilian publishing firms, and, if necessary, hear presentations from firms to gather information upon which to make a selection. The selection will investigate the competence, reliability, technical production, and business capabilities and resources of each offer before making a selection. This is a Full and Open procurement.
