This is a solicitation for a commercial acquisition using Federal Acquisition Regulation (FAR) 12 procedures. Travis Air Force Base, CA has a requirement for a civilian enterprise newspaper as outlined in the attached statement of work. The civilian enterprise newspaper is published at no cost to the government. In consideration for the contractual arrangement, the publisher will receive all the proceeds from any advertisements placed in the newspaper.

We are requesting a proposal from publishers desiring to compete for a two-year contract with two, two-year options up to a total of six years to publish the Tailwind Newspaper. The first run of the publication will begin effective 01 Sep 2017. If your firm wishes to compete for the opportunity to publish the Tailwind, please submit a written proposal no later than Friday, 07 Jul 2017 by noon PST to:

The government intends to make a single award to the technically acceptable offeror that best meets the needs of the government. A selection group with pick the awardee. This group will review written data, to include recent, relevant past performance information, from prospective civilian publishing firms, and, if necessary, hear presentations from firms to gather information upon which to make a selection. The selection will investigate the competence, reliability, technical production, business capabilities and resources of each offer before making a selection. This is a Full and Open procurement.

The solicitation letter, contract agreement, statement of work, and contract provisions and clauses are attached to this notice.
