This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, streamlined solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This requirement is a commercial item acquisition in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-06, Effective 10 September 2019 and Defense Federal Regulation Supplement (DFARS), current to DPN 20190820 (Effective 20 August 2019) Edition. Offerors that fail to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1 or reject the terms and conditions of this solicitation shall be excluded from consideration. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. The following factors shall be used to evaluate offers: Technical Acceptability, Past Performance and Price. Additional information can be found within the clause.

This solicitation is being issued as a Request for Quotations (RFQ) under Solicitation Number W9124R19Q0038 which will result in a single-award firm Fixed Price contract. This action is being solicited as a 100% small business set aside. The North American Industry Classification System (NAICS) code NAICS Code 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard of 1,250 employees. Quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and tradeoffs are not permitted. Award will be made on an all or none basis. Clause 52.212-2 applies to this acquisition and has been included within attachment 2. An offeror must quote on all items in this solicitation to be eligible for award. The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting a brand name only quote for the purchase of Nevion Digital Video Transport Equipment for the Digital Video Transport Capability on a Brand Name Basis as follows: a quantity of thirty-nine (39) each, Nevion vs902 multi-format IP media transport cards (part number: VS902-HW-1GE+); a quantity of thirty-nine (39) each, Nevion 1000base copper Ethernet transceiver for vx902 cards (part number: SFP-1GE-RJ45 ); a quantity of thirty-nine (39) each, Software license for 902 card J2K feature (part number: VS902-SW-J2K-CH2); a quantity of thirty-nine (39) each, Software license for 902 card HD feature (part number: VS902-SW-HD); a quantity of thirty-nine (39) each, Software license for 902 card Forward Error Correction feature (part number: VS902-SW-FEC); a quantity of twelve (12) each, Management cards for VS101 chassis (part number: FCS101-AEMS ); a quantity of twelve (12) each, Nevion Ventura 1RU 2-slot chassis for vs902 cards (part number: VS101-3HP-AC-RPS); a quantity of thirty-nine (39) each, Element management license for Sublime video routers and Ventura CODECs (VS902) (part number VideoIPath-EM-VS); a quantity of thirty-nine (39) each, Video Ipath Connection management license for Ventura video CODECs (VS902)(part number: VideoIPath-CM-VS); a quantity of one (1) each, Annual Maintenance for Video Ipath (part number: VideoIPath Maintenance (23896)); a quantity of one (1) each, 1-year Maintenance and Support; and a quantity of one (1) each Onsight training and configuration. All quotes shall include transportation costs (if applicable) to USAYPG Yuma, Arizona 85365-9498 and be clearly marked with solicitation number W9124R-19-Q-0038 and emailed to the Point of Contact (POC) listed below. Arizona vendors are to include Arizona Privilege Tax. Shipping and taxes (if applicable) shall be incorporated into your proposed price. Payment will be made through Wide Area Work Flow (WAWF). Delivery shall be made to USAYPG, AZ 85365-9498 with FOB Destination. All responding vendors must be actively registered with System for Award Management (SAM) prior to award of contract. Information to register in SAM can be found at https://www.sam.gov/portal/public/SAM.
