The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the Eastern Region Acquisition Division (ERAD) Simplified Acquisition Branch on the behalf of the National Weather Service (NWS), National Centers for Environmental Prediction (NCEP) Central Operations Division in College Park, Maryland intends to negotiate on a sole source basis with Neustar Inc. using the procedures in FAR Parts 6 and 13. NCEP requires a capable party to supply Webmetrix by Neustar Enterprise Band 9 - 2.5 million units. The period of performance is June 30, 2015 through June 29, 2016. Neustar Webmetrix is required to allow the office to support the infrastructure of Integrated Dissemination Program (IDP) in College Park, Maryland, Boulder, Colorado, and related sites. This service will assist with the IDP National Weather Service Telecommunication Gateway (NWSTG) re-architecture project to ensure a re-architected NWSTG with 100% geographical diverse backup and assist in the preparation of increases in satellite, model, and radar data. Furthermore, Neustar aligns with the current platform and system and its use has been instrumental as a tool in managing NOAA Center for Weather and Climate Prediction's (NCWCP) Data Center network and communication bandwidths. Changing this monitoring tool would cause a disruption in service and prohibit the NCEP from performing its mission. Neustar is the exclusive manufacturer, developer, direct sales channel and distributor of Webmetrix.

The statutory authority for other than full and open competition is FAR 13.106-1(a)(2)(b)(1)(i), Only one responsible source. The applicable NAICS code is 518210 with a Small Business Size Standard of $32.5 million. The Product Service Code, (PSC) is D318.

This notice of intent is not a request for competitive quotes, however, all quotes received by 11:00 A.M. EST on May 20, 2015 shall be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the requirement. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. A firm fixed-price purchase order will be made using FAR 13, Simplified Acquisition Procedures.
