The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to FD Neurotechnologies Consulting and Services of Columbia, MD, to assist the National Institute for Occupational Safety and Health (NIOSH) with sectioning and staining of mice brain tissue to identify cellular verification of glial activation and neuronal damage as part of research to evaluate the molecular and cellular basis of a potentially neuroinflammatory-neuroimmune basis for Gulf War Illness. The neuronal damage may be slight and therefore a specific and sensitive stain must be used for the detection of degenerating neuronal somata, axons and terminals in the brain. The NIOSH molecular neurotoxicology lab will be dosing animals and perfusing the brains of the test subjects. These samples will be sent to the company for sectioning and staining. The stained sections will then be returned to the NIOSH Molecular Neurotoxicology lab for analysis. Additional information about this requirement is found in the attached Statement of Work.

This procurement action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Award will be made using Simplified Acquisition Procedures found in FAR Part 13 and the procedures for Commercial Items in FAR Part 12. The NAICS code for this action is 541380 and the small business size standard is $14 million.


This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. All vendors must have an active registration in the System for Award Management (SAM) at www.sam.gov prior to an award of a federal contract. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
