with one source under the authority of FAR 13.106-1(b)(2) and FAR
6.302-1(a)(2)(iii). The NAICS Code is 511210 (Applications software,
computer, packaged). The contract requires the renewal and maintenance of
NetOwl software with the U.S. Special Operations Command, Headquarters at
MacDill AFB, Tampa, FL. The software will provide a wide range of
multilingual text and entity analytics that analyze Big Data in the form of
text data - reports, web, social media, etc. - as well as structured entity
data about people, organizations, places, and things.

This notice of intent is not a request for competitive proposals; however,
any proposal received within seven (7) days of the issuance of this notice
will be considered by the government. A determination by the government not
to compete this proposed contract based upon responses to this notice is
solely within the discretion of the government. Information received will
normally be considered solely for the purpose of determining whether to
