The Federal Bureau of Investigation intends to award a contract on a sole source basis to BIS Advanced Software Systems Ltd, 35 Montefiore St, Tel Aviv 65201, Israel under the authority of FAR 6.302-1 for the following maintenance: Net-Pass Base (Inc Easy Log & Monitor) on z/OS, quantity one, period of performance 10/01/08 through 09/30/09. Four additional option years are also being requested: option one 10/01/09 through 09/30/10, option two 10/01/10 through 09/30/11, option three 10/01/11 through 09/30/12, and option four 10/01/12 through 09/30/13. North American Industry Classification System (NAICS) is 334111. A quote is being solicited under Solicitation No. D20001063 using simplified acquisition procedures under the test program (FAR 13.5). This will be a fixed price contract. The FBI is currently utilizing the Net-Pass Processor commercial software product. Yearly maintenance is required in order to correct product errors and provide new product features and upgrades as required to maintain functionality on later generation computer systems. BIS is the sole owner of the Net-Pass product and is the only vendor entitled and authorized to perform support and maintenance required. This notice of intent is not a request for competitive proposals.
