The Federal Emergency Management Agency (FEMA) intends to issue a sole source purchase order to Dialogic Communications Corporation (referred to as DCC) for equipment, services and maintenance of proprietary equipment already purchased from DCC. The requirement is to provide instant emergency alert and notification solution for user's computers, to provide a SMS text message notification solution and a survey module and replace existing out of warranty hardware. The addition of these modules will allow the FEMA Operations Center (FOC), and other FEMA operation centers to notify more personnel in a shorter amount of time. Since these enhancements are modules for an existing proprietary system, and the equipment will replace the existing, failing hardware, the manufacturer is only one that provides this enhancement and the required support for a smooth transition.
This requirement is an enhancement to existing hardware/software that was designed and manufacture by DCC. The existing software is proprietary and patented an only DCC possesses the corporate knowledge required to modify the system. Modifications of the existing hardware/software by any other contractor other than DCC will violate and void the warrant support agreement for the Emergency Notification Syst.
