Naval Medical Logistics Command intends to issue sole source contracts to the two incumbent Individual Set Aside (ISA) contractors currently providing neonatologist services in accordance with Federal Acquisition Regulation 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Naval Medical Center San Diego, CA (NMCSD) has a requirement for services for the schedule listed below:
Two (FTE) Neonatologist services for a 3 month base period of performance, 01 July 2014 - 30 September 2014, followed by up to 2 one month options.

The aforementioned incumbent ISA contractors are determined to be the only responsible sources capable of providing the required neonatologist services at NMCSD. It is not anticipated that a new contractor would be able to recruit, submit employee packages and immunization forms, obtain credentialing, complete orientation and have their employees in place in order to avoid a lapse in service.
This is not a request for quotations or proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit information sufficient to demonstrate capability of providing the required services.
A determination by the Government whether or not to compete this procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Based on the above information, the only contractors capable of providing the aforementioned neonatologist services at NMCSD are the aforementioned incumbent ISA contractors.
