The National Endowment for the Arts (NEA) intends to issue a sole source commercial item purchase order, using FAR Part 13.105(b) Simplified Acquisition Procedures in accordance with FAR 5.101(a)(2), with only one responsible source that will satisfy the agency's requirement with Western States Arts Federation (WESTAF) who has a pre-existing database GOTM system that contains only data for the NEA and would serve only requests for the NEA and NEA clients of the GOTM system. The Offices of Information & Technology Management and Guidelines & Panel Operations requires this indispensible Contractor that contains the government's proprietary information to complete the next phases and to provide services for the electronic application review system, NEA-GO. NEA-GO is one element of the entire GOTM System. The GOTM System as it exists now is hosted on a managed dedicated environment. The GOTM System in this environment contains data and serves requests for all clients of GOTM. WESTAF would configure, monitor, and tune an environment for optimal performance for the NEA only GOTM System. This environment would hold all development, staging, and live domains for the NEA so that new functionality as well as resolutions for bugs could be properly tested and subsequently resolved within this single stand-alone environment. The environment would be backed up every two hours and monitored 24 hours a day, 7 days a week. In addition to continuing use of the GOTM System for Art Works and Challenge America and adding Literature Fellowships in calendar year 2013 as already planned, NEA would expand use of the GOTM System for two other funding categories, Our Town and Research: Art Works. It is imperative that this Contractor's expertise be available to the Agency as soon as possible. This notice is for informational purposes only.
