The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Physical Measurement (PML), intends to negotiate with Synopsys, Inc.; Mountain View, CA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to purchase/renew software maintenance on existing Saber Simulator software licenses for 1 year.

Synopsys is the copyright holder and sole source for maintenance and support of the Saber Simulator software products. Synopsis provides technical support via email, web and telephone.

NIST has been using the Saber Simulator software for many years. The current Synopsys Saber software products are critical to the success of NIST researchers for their work. The software maintenance renewal ensures uninterrupted and reliable support service from Synopsys.

The NAICS Code is 511210 with a Size Standard of $25.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Synopsys, Inc. for this requirement.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
