The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey in support of NAWCAD Webster Outlying Field (WOLF) Special Communications Mission Solutions (SCMS) Division intends to issue a Request for Proposal (RFP) on a sole source basis to the Original Equipment Manufacturer (OEM), Viasat Inc. (Viasat) (CAGE 47358) for the procurement of network encryptors and support equipment to include small form-factor pluggable modules and rack mounts.  The network encryptors are certified by the National Security Agency (NSA) and are required to encrypt data and voice communication transmitted over secure networks.  The Viasat network encryptors and support equipment is the only equipment that meets the Government's requirements. 

THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 USC 2304 (c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess the necessary technical data to effectively solicit the development of the required supplies or services by full and open competition.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Responses must be received by the response date and time of this notice.  RESPONSES BY PHONE OR FAX WILL NOT BE ACCEPTED.
