The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) Communications Program Office (PMW/A 170), intends to award a sole source follow-on purchase order to Aircell Business Aviation Services, LLC, 303 South Technology Court, Bldg A., Broomfield, CO 80021under the authority of U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source. The proposed contractual action will result in the award of a three (3) year (base year plus (2) one (1) year options) Firm-Fixed-Price (FFP) purchase order with an estimated value of $143,325 to provide wireless high speed air-to-ground broadband internet service. This service will allow data transfer in selected data packages from aircraft to ground and from ground to aircraft for four (4) C-37 aircraft (plus similar aircraft in Italy) used by Navy Senior Leadership personnel. Aircell, a division of GoGo LLC, a small business, is the only responsible source to provide cellular wireless service aboard the Navy Senior Leadership aircraft because the FCC granted Aircell the exclusive rights to establish a proprietary air-to-ground network over the FCCs exclusive Air-to-Ground (ATG) 3Mhz broadband frequency. In addition, Aircell is the only vendor that provides high speed air-to-ground broadband internet service with the required Supplemental Type Certification for the Navy Senior Leadership aircraft type.
