The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a competitive Cost Plus Fixed Fee contract for shipboard alterations and installation services for NAVAIR Aircraft Launch and Recovery Equipment (ALRE).  Specifically, this procurement will provide shipboard alterations for Autolube System, Improved Fresnel Lens Optical Landing System (IFLOLS) Compact Swaging Machine (CSM), Hyrdaulic Fluid Filtration (HFF) and Landing Signal Officers Display System (LSODS) for CVNs 71 (Autolube, IFLOLS), 77 (Autolube, IFLOLS, and CSM), and 68 (IFLOLS).  There will be options included for installation on-board CVN 68 (LSODS, CSM), 70 (IFLOL, HFF, LSODS, and CSM, and 77 (LSODS).

 

 Installation of the ALRE system shall be accomplished during ship availability.   The procurement will be competed amongst small business Alteration Installation Team (AIT) Basic Ordering Agreement (BOA) holders (N68335-12-G-0063, N68335-12-G-0064, N68335-12-G-0067, N68335-15-G-0017 and N68335-16-G-0011).  The BOAs were issued under solicitation N68335-12-R-0050 on the Federal Business Opportunities (FedBizOpps) website.  The requirement will be for material and services including work in the following areas: Quality Assurance (QA), System Removal, Packaging and Shipping, Debris/Hazardous Material Disposition, System Installation, Structural Work, Welding, Non-Destructive Testing, Electrical/Electronics, Piping/Plumbing, Fire Watch, Painting and Pre-Installation Checkout.

 

Period of Performance for the contract will be through 1 July 2020 if all options are exercised.  The NAICS code associated with this requirement is 336611.  Only current small business AIT BOA holders will be able to compete for this requirement.  While the current AIT BOA's referenced above will be expiring, all responsible sources who have not currently submitted for an AIT BOA or who do not currently hold a AIT BOA are encouraged to submit a technical capability proposal for consideration in response to the upcoming Solicitation; which will be posted to the FedBizOpps website in the near future, if they would like to compete for future ship installation requirements.    This Solicitation will include instructions for how to submit proposals.  All questions and submissions in reference to this notice will be sent to the Point of Contact for this requirement,  Meryl Czaplinski, Phone: (732) 323-7263, E-mail: [email protected].
