Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. 

The solicitation number is W912DQ18R1060; this solicitation is a request for proposals. This solicitation documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-100 Effective 22 August 2018; Defense DPN 20180629 Effective 29 June 2018, and AFAC 2013 Edition w/revision 27 Effective 1 June 2018. This acquisition is for one (1) Firm-Fixed Price contract within the region of Missouri with a delivery date of no later than 1 March 2019. The North American Industry Classification System (NAICS) code is 488330, Navigational Services to Shipping. The business size standard is $38.5 Million. The Product Service Code (PSC) is 5825, Radio Navigation Equipment, Except Airborne. 

The Kansas City District of the U.S. Army Corp of Engineers has a need for two (2) GPS Marine Navigational Systems, with installation, and two (2) Rose Point ECS+ with inland add-ons. Review the Scope of Work for details.

Type of Contract: The government anticipates an award of one (1) Firm-Fixed-Price Contract.

All proposals/offers shall reference solicitation number W912DQ18R1060 in the subject line. All offers must be good for at least 90 days from proposal due date.

 

Notice to offerors:
FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda to the provision.

FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition. In accordance with FAR 13.106, the solicitation will be awarded to the offeror providing the most advantageous proposal, the Government reserves the right to award to other than lowest price.

Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -Commercial Items, with its proposal. This provision is included in Section K of this combined synopsis/solicitation. If the offeror has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the offeror's proposal.

FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda to the provision.

FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The specific clauses required are detailed in Section I of this combined synopsis/solicitation.
