This requirement is for the delivery of natural gas for the NIST Central Plant Division for Fiscal Year 2013. The delivery order will be a standing order. The delivery order shall also include distribution, balancing and county surcharges.

Hess Corporation of Woodbridge, NJ, shall supply the natural gas product and Washington Gas Light Company, Inc. shall deliver/distribute gas from the city gate to NIST. Natural gas is being supplied under GSA Contract Number GS-00P-12-BSC-0897. NIST maintains three accounts for natural gas deliveries: (1) Main Gas; (2) Lab Gas; and (3) Building 205 Lab. This delivery order is for the Main Gas. Hess Corporation holds the above referenced GSA Schedule.

This acquisition was procured on a limited source basis as justified by the following information:

In March of 2012, NIST signed an Interagency Agreement (IAA) with the General Services Administration, Energy Center of Expertise, Natural Gas Acquisition Program. The IAA provided that GSA would provide a contract for natural gas for the purchase of natural gas for NIST, Muddy Branch Road, Gaithersburg, MD 20878. Under the IAA, GSA would (1) Collect agency utility consumption data; (2) Prepare and issue an RFP; (3) Select a contractor; (4) Administer the contract; (5) Review and verify the accuracy of invoices provided to GSA; and (6) Settle unresolved disputes between NIST and the Contractor. By signing the agreement, NIST agreed to purchase energy services under the GSA contract for the location identified in the IAA as NIST, Muddy Branch Road, Gaithersburg, MD. The IAA is valid for a period of four years from March 15, 2012.

GSA awarded contract number GS-00P-12-BSC-0897 on
March 28, 2012. The award was a firm fixed price.
The contract term is 60 months.

Delivery Order Number SB1341-13-NC-0054 was awarded to Hess Corporation on December 14, 2012, in the amount of $4,791,049.00. The period of performance runs through September 30, 2013.
