Joint Force Command Naples (JFC Naples) intends to issue an Invitation for International Bidding (IFIB) for Multimedia Operation Support Services at HQ JFC Naples in Lago Patria, Italy.
 
U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) hold a Facility Security Clearance at the level of SECRET or higher, 4) be issued a Declaration of Eligibility (DOE) by the U.S. Government, and 4) have performed at least two contracts within the last five years substantially similar in scope to the requirement described in the solicitation. 

In addition, bidder’s personnel assigned for contract performance must be citizens of a NATO-member nation and hold a personal security clearance at the level of SECRET or higher.

The reference for the IFIB is IFIB-ACO-NAP-22-21 and all correspondence regarding the IFIB should include this reference.  

This is a Firm Fixed Price contract. The contract will be awarded to the firm submitting the lowest technically compliant bid.

Partial bidding is not authorized.

SUMMARY OF REQUIREMENTS

JFC Naples requires high technical capability to conduct optimized use of a comprehensive set of multimedia operations to include level 1 maintenance of the end user assets and incident reporting. The contractor will not be responsible for correcting faults for core multimedia systems and related equipment.

Set-up and maintenance of user end-item assets must be provided and when necessary, identification and reporting of system issues or faults to the responsible service providers. Maintenance and technical operation of the VTC system and video walls are under the responsibility of the NATO service provider (NCIA) and their support contractors where applicable.

The contractor shall be solely responsible for the management and the delivery of the services. All services rendered shall be performed in full compliance with applicable Italian laws and regulations.

BECOMING ELIGIBLE TO BID    

NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB.  U.S. firms are approved for NATO ICB on a facility-by-facility basis. 

The U.S. NATO ICB application is a one-time application.  The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email:

- the title and/or solicitation number of the contract
- the name/phone/FAX/email of the company point of contact for the bid documents

After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract.  DOC will transmit the DOE to the NATO contracting agency.  

IMPORTANT DATES

U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 14 June 2022

JFC Naples issues IFIB (planned): 27 June 2022

JFC Naples will distribute the IFIB to firms that have been issued a DOE via the ACO Electronic Bidding Portal: https://aco.procureware.com  Firms are encouraged to register with the Portal before the IFIB is due to be released.

Bid closing (planned): 29 September 2022
Bidding will take place via the ACO Electronic Bidding Portal.

Period of Performance: Base period: 01 January 2023 – 31 December 2023 and up to four (4) one-year options.
