NATO Allied Joint Force Command Headquarters Brunssum (HQ Brunssum) intends to issue an invitation for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of food services, catering, and ancillary services for International Security Assitance Force Headquarters (HQ ISAF) and potentially Kabul International Airport (KAIA) North at Kabul, Afghanistan, as a contingeny solution.

HQ Brunssum is serving as the contracting agency for this proejct, which was authorized by the MBC. This no cost contract will be awarded as a Basic Ordering Agreement (BOA) for the provisioning of food services. HQ Brunssum intends to implement the bidding procedure of sealed bids with two envelopes (technical and price proposal). Partial bidding is not authorized.

The estimated value of this project is not available at this time. The reference for this project is IFIB-ACO-BRU-08-89. The Department of Commerce will be using the same reference.

The IFIB package will contain material at the level of NATO UNCLASSIFIED.

BIDDING PROCEDURE

The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB procurements. Its role is to approve for bidding those firms with a one or more facilities located in the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The NATO ICB application is a one-time application. Please note, however, that a firm that has been approved for participation in NATO ICB must request a Declaration of Eligibility (DOE) for each procurement on which it wishes to bid. The DOE is used to nominate a firm to the bidders list for a particular NATO ICB procurement. The U.S. Department of Commerce forwards the DOE to the NATO contracting agency. The NATO contracting agency will not accept requests for nomination received directly from firms.

3. Estimated bid closing date: 19 December 2008

4. Period of performance: From 01 September 2009 to 31 August 2010 with the option of four (4) extensions of one (1) year each
