NATO Headquarters Allied Joint Force Command Brunssum (JFC Brunssum) intends to issue an Invitation for International Bidding (IFIB) for the provision of electrical installation work. Delivery locations are NATO HQ JFC Brunssum facilities and buildings in Brunssum, the Netherlands, including Hendrik van Nassau Ouwerkerk Camp, the NATO Industrial Complex (NIC), the International Conference Center (ICC), and the sports field.
 
U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government.

In addition, contractor employees who should have access to class I and class II areas must have a security clearance at the level of SECRET or higher.

The reference for the IFIB is IFIB-ACO-BRU-22-06 and all correspondence regarding the IFIB should include this reference.  

This is a Firm Fixed Price (FFP), Indefinite delivery indefinite quantity (ID/IQ) contract. 

Partial bidding is not authorized.

SUMMARY OF REQUIREMENTS

The requirement is to carry out the referred electrical works managed by the Infrastructure Management Section (IMS) and Contracting Branch (CB), including the provision of materials and components and the provision of services (manpower, management, and supervision).

BECOMING ELIGIBLE TO BID    

NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB.  U.S. firms are approved for NATO ICB on a facility-by-facility basis. 

The U.S. NATO ICB application is a one-time application.  The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email:

- the title and/or solicitation number of the contract
- the name/phone/FAX/email of the company point of contact for the bid documents

After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract.  DOC will transmit the DOE to the NATO contracting agency.

JFC Brunssum issues IFB (planned): 06 April 2022

JFC Brunssum will provide the IFIB via the ACO eBid Portal. Bidding will take place through the Portal: https://aco.procureware.com  Firms are encouraged to register with the Portal before the IFIB is due to be released.

Bid closing (planned): 18 May 2022

Period of Performance: 01 June 2022 – 31 December 2022 basic period of performance,
plus four (4) one-year options. Maximum five (5) years.
