The purpose of the work to be performed will be to provide Turnkey Nationwide Appraisal Services and Related Technical Support Services for foreclosure activities and for USDA Real Estate Owned (REO) Single Family properties and vacant lots. The nationwide appraisal service is to be national in scope, supporting a Rural Development portfolio that is located in all 50 United States, in addition to the U.S. Territories of Puerto Rico, the Virgin Islands and the Western Pacific Islands.

The Contractor shall provide a guarantee of accurate service reporting and will upload the data through electronic means to National Financial and Accounting Operations Center (NFAOC) mortgage servicing system. To support this program requires the services of qualified persons or firms to provide appraisal services, in accordance with Title 7 Code of Federal Regulations (CFR) Part 3550 and Handbook-1-3550, Chapter 5, Section 5 ''Appraisals" which may be located at: http://www.rurdev.usda.gov/Handbooks.html or http://wee.tutfrb.usda.gov/SupportDocuments.

Deliverables include daily uploads with updates regarding new appraisals, status of outstanding appraisals and completed appraisals. Within 10 working days after award, the Contractor shall provide the proposed reporting formats if they are not specified in The Performance of Work Statement (PWS).

The planned period of performance (POP) will provide a One-year base award and 4 ea - Six-month option periods with a total possible POP of three years if all options are exercised.
