Pursuant to FAR 6.302-1, the Federal Highway Administration (FHWA) intends to negotiate a sole source contract with the National Academy of Sciences (NAS). NAS shall provide all necessary personnel and non-personal technical research through fellowship programs under the National Research Council (NRC) Associates Program. NAS has the capabilities to successfully assemble committees and boards of the Nation's most eminent scholars which are then able to render advice and guidance of the highest quality and unparalleled objectivity to address national problems of high priority to the highway community. A cost reimbursement contract is anticipated. Interested parties should submit a description of their capabilities for satisfying this requirement.
