It is the intent of NAVSUP FLCN Philadelphia Office to acquire Pulse Laser System in support of the United States Naval Observatory. The specific item, a Narrow Linewidth Laser System and associated secondary components, are only available from Stable Laser Systems of Boulder CO.

It is the Government's intent to fulfill this requirement under a firm fixed price contract for supplies, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The NAICS code for this effort is 334510, which has a small business size standard of 500 Employees.

This procurement is being processed as a sole source acquisition for supplies pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Stable Laser Systems, since this organization is the only known source with the capability of satisfying the Government's requirement at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

A firm fixed price contract will be awarded as a result of this solicitation, and conducted in accordance with FAR part 12 for simplified acquisition of commercial items. Interested persons may identify their interest and capability to respond to the requirement, and may submit information that shall be considered by NAVSUP FLCN. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the Points of Contact.
