The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Treasury Inspector General for Tax Administration (TIGTA), intends to negotiate a sole source procurement in accordance with FAR 6.302-1, to Adaptive Digital Systems, Inc. (ADS), 20322 SW Acacia Street, Newport Beach, CA 92660 for Nano Raven Watches and Pendants.

TIGTA has a need for the Nano Raven watches and pendants (brand name) for investigative purposes. A sole source is intended for this contract, as ADS is the sole manufacturer and reseller of the Nano Raven surveillance equipment.
The Bureau of the Fiscal Service will consider all affirmative responses received no later than May 26th 2015 at 5:00PM. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be
advantageous to the Government to switch providers for this requirement. A request for information will not be considered an affirmative response. If no affirmative response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole source award to Adaptive Digital Services, Inc.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
