The Air Force Flight Test Center at Edwards Air Force Base has a requirement for NAF WIFI. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for a quote (RFQ) The NAICS code is 334210. This requirement is a 100% small business set aside.

Description of the requirement is as follows:

a. Background

Edwards Outdoor Recreation (ODR) FamCamp currently has four Wireless Access Points with weak signals due to insufficient range at the camp site that is managed and was installed by the FSS IT office. ODR is looking for a Company who would install an outdoor Wi-Fi network that can provide a more efficient and stronger signal to the camp site’s tenants by reducing the distance of each access point to each campsite.

b. Scope of work

The contractor will provide the following:

 Will furnish personnel, tools, equipment, materials, and labor required for performing all work associated with the outdoor fixed point internet and Wi-Fi network installation and connection

 Will prepare onsite survey and install all required fixed point internet and Wi-Fi hardware and software equipment, (e.g. transmission tower and electrical wiring)

 After connecting to the fixed point internet and Wi-Fi network, contractor will test the Wi-Fi service to ensure data will carry to the users’ smartphone, video phone, tablet, laptop, and smart TV, etc. And will test the reliability to ensure the specific area will have 100% 24/7 connection to the users’ devices.

 Will ensure wireless internet and Wi-Fi services for this installation meets all applicable telecommunications Infrastructure and Safety Standards

We would like a tiered system where we can provide each site their own Ethernet speeds based on needs.

  • Each tier would have varying prices and speeds per site
  • Fully Adjustable pricing and Ethernet speeds for each tier
  • Basic tier that any user can connect to
  • Managed by the contractor

**ODR does not want to be in the Wifi business!!

Below is an general example of what we would like.

For Example.

Base Tier (Anyone can connect) - Provides a small base speed to the internet such as 25mbs.

Tier 1 – Provides additional speeds such as 50mbs for a fee paid by famcamp customer

Tier 2 – Provides increased speeds such as 100mbs for a fee paid by famcamp customer

c. Period of Performance

In addition to the initial installation and connection, the contractor will be responsible to provide monthly network support and maintenance. Contractor must provide 24 hours a day, 7 days a week, 365 days for network connection failure assistance.
