The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole-source, Firm Fixed Price (FFP) contract modification to Harris Corporation, Government Communications Systems Division, for the FY15 full rate production and support of the Fibre Channel Network Switch (FCNS). The FCNS will be procured for the F/A-18E/F, EA-18G, and E-2D aircraft, as well as spares to support sustainment efforts, and potential Foreign Military Sales (FMS) aircraft requirements. The FCNS units shall comply with the approved FCNS Performance Specification and FCNS Interface Control Document. The F/A-18E/F and EA-18G will receive FCNS units for forward fit and retrofit. The E-2D will receive units for forward fit.
The production support element of this procurement will include, but is not limited to, engineering investigations, engineering change proposals, integration and testing, spare repair parts, engineering and technical support, and integrated logistics support to support production. This acquisition is being pursued on a sole-source basis under statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The Government does not possess adequate data and/or the rights to competitively award this requirement. Harris Corporation is the designer, developer, and sole manufacturer of the FCNS. As such, they are the only firm with the requisite knowledge, experience, and technical data to successfully deliver the FCNS system to meet the requirements of the F/A-18E/F, EA-18G, and E-2D production aircraft delivery schedule
