The Naval Air Systems Command, Patuxent River, MD intends to issue an order under Basic Order Agreement N00019-07-G-0008 with the Bell-Boeing Joint Program Office for the non-recurring engineering associated with the V-22 troop seat change from CFE to GFE. This negotiation will be conducted on a sole-source basis, as Bell-Boeing is the sole designer, developer, and producer of the V-22 aircraft, and as a result, the only source that possesses the engineering and technical data required to perform this effort.
