The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with L-3 Communnications EO/IR, Inc; Santa Rosa, CA 95403 for the procurement of forty (40) MX-15 HDi turrets an ten (10) six (6) month options for FSR support for the forward operating bases (FOBs) in support of Operation Enduring Freedom (OEF) currently fielded in Afghanistan for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). The Government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The Government does not own technical data, drawings or other specifications to permit full and open competition. The technology being fielded as part of the PGSS is specifically tailored to protect US and Coalition forces by providing the ability to provide surveillance and locate and detect hostile forces that are approaching in the distance, giving US Forces ample time for situation awareness and an effective response.

All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
