Sole Source Intent. The United States Army Mission and Installation Contracting Command (MICC) Yuma, U.S. Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with: Morale Welfare and Recreation (MWR) Bldg. 301 C Street, Yuma, AZ 85365. It is anticipated that a Firm Fixed Price contract will be awarded on a sole source basis to the MWR located at USAYPG bowling center is 6 lanes and is a part time contract. Currently, the certified technician is an MWR employee who splits time between half day for lanes maintenance and half day bowling alley food service. DPW paid to send this technician to training to obtain the certification required. It is in the best interest of the Government to keep this contract in house with MWR. Cost would be overinflated based on former research to bring in outside company to this remote location (26 miles from Yuma) to maintain six lanes part time and to respond to after contract hours repairs. The distance, combined with the relatively low maintenance volume involved (only 6 lanes), makes it impracticable to expect cost effective and timely services from another source. Lack of timely maintenance and repair would lead to operational failures and increased costs due to improper care and maintenance of the bowling equipment. If the equipment breaks down, the bowling center will no longer be able to be utilized by the soldiers and civilians residing on or visiting the base. At a remote location like USAYPG, this would be extremely detrimental to the morale and welfare of the base.
