Special Notice on Federal Business Opportunities
Please be aware, this Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes.
In accordance with FAR 13.106-1(b)(1) which states, "For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available." Thus, FEMA intends to issue a sole source award based on the authority at FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements."
FEMA intends to award this purchase order to Atlantic Emergency Solutions (AES), located in Manassas, VA (DUNS # 064436074) for the performance of maintenance, repair and testing of Mt. Weather Emergency Operation Center's (MWEOC) Government-owned fire apparatus and equipment. All the noted equipment is produced by Pierce Platinum Battalion. AES is the only local authorized service provider for fire apparatus vehicles manufactured by Pierce within a reasonable distance from MWEOC. The next closest authorized dealer, according to Pierce's website is over 100 miles away in Lancaster, PA.
AES is capable of providing the services required, however, if any other vendor believes they are capable of equally providing the services necessary, they are encouraged to contact Kevin Hennigan via email at [email protected] with the subject line: "FY18 FedBizOpps- MWEOC Fire Apparatus Maintenance". Please also included your business's DUNS number in the response. All responses to this notice shall be submitted no later than June 18, 2018 at 10:00am EST. Capabilities, qualifications and other information provided will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government and FEMA.
